A design-build process was considered by the city to provide the best value, and a 2003 competition among contractor-led teams awarded the project to Clancy & Theys Construction Company.

Apeiro Design (Auerbach Pollock Friedlander) was part of the Clancy & Theys team from the outset, supporting the design and construction of the two venues in the facility. Working closely with Architect Alan Ritchie, Apeiro developed the layout and design of the performance spaces, updating earlier concepts.

The 1,300-seat Performance Hall is ideal for theatre, popular and symphonic music, dance and public meetings. The seating is arrayed on a main orchestra level, mezzanine and balcony. The 2,400-sq. ft. studio theatre also serves as a rehearsal hall. The flexible space equipped with ballet barres, sprung floor, variable acoustic system, pipe grid and lighting system can be configured for various uses including banquets for up to 125 seated guests.
